Standardize labels on all repos

Most of our repos have just the labels that are standard on new GitHub repos. Let's create a list of them and standardize them across all of our repos (allowing for customization wherever the maintainers would like, of course).

Using the gh cli utility, .

I was able to find that these are the only repos that currently have more than the standard labels:
