Designer shows inputs and outputs loading when no content is returned from trigger inputs/outputs

This is coming from incident - https://portal.microsofticm.com/imp/v5/incidents/details/733529041/summary

The issue seems to be with 204 result from inputs link, we always show loading in UI both for outputs as well even though get content from outputs returned 200.
