Remove test tags from TRTRTX models (#4569)

* Add Mistral-7B-Instruct-v0.2 TRT-RTX Foundry Local model

- Created asset files for mistralai-mistral-7b-instruct-v0.2-trtrtx-gpu

* Resolved naming conventions

* Correction to container name

* Fixed naming

* Remove test tags from TRT-RTX models - Change foundryLocal from 'test' to empty string
