OB generator permissions not working

Expected behavior

Players who have a specific permission can set generators.

Observed/Actual behavior

Players who have the permission and create an island can leave the island and the generators are still accessible.

For example if player A has required permission for a gen gen.A and creates an island, then leaves the island and makes player B the owner the generators at the level that Player A has permission to access are still accessible for the island.

Steps/models to reproduce

1. Create island with a player who has access to generators.
2. Give different player who does not have access ownership.
3. Generators accessible to player A can still be activated.
