No upload occurs when running dcdbupload command with local=true in config

When running wibl dcdbupload with a configuration file that sets “local"=true the lambda code doesn’t attempt to upload, but merely sets the result to success and returns, as seen here. Is this the intended behavior?

@brian-r-calder This issue still needs to be addressed. The current workaround is to omit “local"=true from the configuration.
