Need metric categories to cover what stage the subjects were at when data was gathered

Add metricCat:PreEnrollment, metricCat:PostEnrollment and metricCat:PostCompletion and use these along with any other category to indicate what stage the data covers. e.g.

	<> qdata:metricType metricCat:PreEnrollment ,
				metricCat:HighWageOccupation .

would be a measurement of the number of subjects employed in a high-wage occupation before enrolling.

Label: Pre-Enrollment
Definition: Measurement made before subjects have enrolled for an activity or resource.
Usage Note: Use with another metric category that classifies what is being measured.
inScheme: qdata:MetricCategory

URI: metricCat:PostEnrollment

Label: Post-Enrollment
Definition: Measurement made after subjects have enrolled for an activity or resource.
Usage Note: Use with another metric category that classifies what is being measured. Use metriCat:PostCompletion for measurements made after completions.
inScheme: qdata:MetricCategory

URI: metricCat:PostCompletion

Label: Post-Completion
Definition: Measurement made after subjects have completed an activity or resource.
Usage Note: Use with another metric category that classifies what is being measured.
