ifupdown2d on 3.9.0 tag? #324

Hi,
when checking out and trying to build to 3.9.0 tag, it seems to try to install a ifupdown2d file, courtesy of commit 9efd8a2. This file should either a) be present in future releases or b) dropped from setup.py.
Also, I noticed that the master branch is pretty much divergent from the latest 3.9.0 tag. Is it possible to sync them up, such that master branch is a superset of release tags?
