Add dashboard to edit custom redirect links

A small dashboard that can be limited to certain users like club management that would provide a small list of the URLs we have setup and a way to create new ones.

This will benefit from branch data (#148) because each branch should only be able to edit their own redirect links.

Definitely blocked by branch data imo. Will wait on that.
