Add Hover Effect to Elements on Project Page

Description:

The elements on the Project page (e.g., project cards or titles) currently do not have any hover effects, which makes them feel static. For consistency and improved user interaction, a hover effect should be added—similar to the one already implemented elsewhere on the site (e.g., on buttons or links).

Reference:

Please refer to other sections of the site where a hover effect is already applied (e.g., buttons on the homepage or links in the navbar) for styling consistency.

Expected Behavior:

When a user hovers over a project card or link, it should:

Change background color or add a shadow

Slightly scale or elevate the element

Or otherwise indicate interactivity visually
