Update SMA devices config options

• migrate to a new version of enapter.ucm.config – https://github.com/Enapter/enapter-ucm.lua/blob/v0.3.2/src/enapter/ucm/config.lua#L4
• support re-connection when connection options change
• explain and validate address config option format as ip_address:port
