Describe the Bug

Legacy formatting for colors / bold etc. is applied to the message even when the player does not have correct permissions.

Expected Behavior

Only formatting that the user has permission is applied. Other tag are not applied and stay as is.

Steps to reproduce:

• start server
• give player permission: chatformatter.color.green
• send message like &2 green text &l bold text
• Observe that bold text is formatted as bold even when user does not have correct permission

Additional Context

Works for other colors and format tags.
