Allow County to recover from discrepancies due to wrong ballot-pulling process #902
Description
In 2017 one county Audit Board recorded many discrepancies because the physical ballot cards pulled to audit were not the correct ones. There was no way, using the current version of the software in this repo, to allow them to correct the process mistake and do the auditing over.
It would be valuable to have a feature in the software allowing a County in a similar situation to start the audit board work over, canceling the false discrepancies.
