Replace "Colorado", "state" and "county with more generic labels

The "state dashboard" is really the dashboard for the audit coordinator. The "county dashboard" is really the dashboard for the entity in charge of manual examination of ballots. One county has expressed interest in allowing the public to watch one or both dashboards, for which it would be nice to strip all the Colorado-specific naming.
