FR: Terraform DLP Discovery Config for Auto DLP mode

Currently there is a Terraform module for discovery config https://registry.terraform.io/providers/hashicorp/google/latest/docs/resources/data_loss_prevention_discovery_config

Bake the config creation inside the solution for the AutoDLP mode instead of relying on external/manual config.

Work Items:

• Terraform discovery config and add new required variables
• In Tagger Dispatcher, only list datasets and tables inspected by this config (if possible)
• In Tagger, only pickup findings that are created by the solution-owned config
• Update README
