[FR]: Support for non network-scoped tags with purpose = GCE_FIREWALL

The feature request

The organization module does not allow for the creation of tags with purpose=GCE_FIREWALL which are not scoped to a given VPC.

Common usecases to support that are the creation of secure tags for SWP and NGFW right from resman.

Proposed solution

Update the schema to add a "purpose" attribute to the tags vars.
