FOV effects totally ignore FOV Effects setting

Expected Behavior

FOV effects should be affected by the FOV Effects setting.

Actual Behavior

FOV effects are not affected by the FOV Effects setting.

#4268 fixed the recent FOV bug, but both before and after, the code actively ignores the FOV Effects setting.

Steps to Reproduce

Trigger any FOV effect (e.g. walking on concrete) with and without the FOV Effects slider (in Accessibility) turned all the way down.
