Import 'health care provider role'

In extending ICO for clinical consent documents, the need for representing a 'health care provider role' came up. We considered importing OBI:0000207, but OBI ended up obsoleting their term when we approached them about a problematic textual definition (see obi-ontology/obi#1154).

The class is still incredibly relevant and necessary for clinical consent documents. I therefore recommend importing OMRSE:00000012 in a future release of ICO.
