  1. Remove the if (!last_bound.pipeline_state) { from ValidateDrawVertexBinding
  2. Make sure VkPositiveBestPracticesLayerTest.ShaderObjectDraw and NegativeShaderObject.MismatchedFormat64Components work correctly (fix tests)
  3. Add a test for 04007 (ignore 04008)
  4. Add a test for 06209 (that VU needs to be moved to a draw time VU in the spec, side issue)
  5. Add a test for 02721
