[LabelBot] Whitelist of people #29
Description
A whitelist was requested by some people.
We could use https://raw.githubusercontent.com/apache/incubator-mxnet/master/CONTRIBUTORS.md and parse the names and GitHub handles to create a community-managable whitelist. This has the advantage over a database that it can be entirely managed by committers and there's no additional step required besides the creation and merging of a PR.
But at the same time, we should have employed a feedback mechanism that allows the bot to respond to a request and tell the user that they're missing permission, for example.
