This server is running CraftBukkit version git-Spigot-2086bb0-d0a3620 (MC: 1.12.2) (Implementing API version 1.12.2-R0.1-SNAPSHOT)
Steps to Reproduce this Bug
Hold ONE water bottle in your inventory... and have a quantity of lapis in your inventory. Right click Lapis block on Altar of Light until your inventory is full.
Observed Results
Water bottle is never used. Lapis is used as expected until right-clicking has ceased. (this will delete lapis if you don't stop when your inventory is full).
Expected Results
The recipe says it requires a water bottle... which strongly suggests you should only be getting one Holy Water per water bottle AND lapis. Instead you get as many Holy Waters as your inventory can hold so long as you keep right clicking (Confirmation message from the creation is displayed twice in chat along with every other interaction with the altar of light or darkness).
