Vampire Plugin not loading

I am trying to load Vampire but all i recieve is this error:

I am running it with all the most up to date versions of :
Essentials
Factions
MassiveCore
Vault
Vampire

To reproduce it i just start my server.

If using any server 1.13 and newer, this plugin doesn't work and I think the dev abandoned it. The only other plugin that is similar and has a lot of potential is this one (I use it on my 1.13.2 server)
