Custom css/js not being copied into Public

I think there's been a recurrence of an old problem where custom css or js is not being copied from assets into public. It was fixed in 7.5.0 but is now back (as of when I don't know).

Thanks for reporting but I could not reproduce this.

Since the last fix in #1033 in version 7.4.1, there weren't any further changes to this code location.

To work properly you have to assert that you don't have overridden layouts/partials/custom-header.html yourself.

My bad! I have an unmodified custom-header sitting my own layout/partials. Deleted it and custom.css appears in public again!! Thank you.
