feature: implement stat report exports

Add an `export` CLI command to export a long-term operational statistics export for superfreq, with the option to print a PDF or a HTML document with chart.js.

This command would prepare a report for collected starts, and display them on a nice canvas with fancy graphs and charts because those are nice :)
