Python: Add support for tie-in depth of a well path

Add support for tie-in operations on a `RimWellPath` 

## New function tie_in_depth on a well object
If a well path is connected to a parent, return the tie-in depth. If not connected, throw an exception.

## New function set_tie_in_depth on a well object
Add support for setting tie-in depth on a well. Include the well to connect and the tie-in depth for the lateral.
