input files with relative path are not found

Those input files (meshes, xml, ...) that are defined with relative path names in the Python/Fortran functional tests are not found when executing the functional_test_frame_work with default options.

Needs to be addressed either in test description files or in the test frame work.

The test framework has addressed it's part of this issue. Examples may need to do some work to accept input files passed through the command line.

Further documentation will help example creators with this issue also.
