Add DUKES table 5.11 power plants

The Digest of UK Energy Statistics (DUKES), table 5.11 has data for all major generators in the UK, including their location (as one or more of OS reference, post code, or lat/lon), their rated capacity, and their commissioning year. This is a richer dataset than I have seen collated by ppm for the UK. What it misses is IEC codes for the generators, which would require some geospatial matching to be able to match the power plants to other datasets (e.g. ENTSO-E data).

I have done some comparison on this myself. See for instance this comparison between DUKES and powerplantmatching. The DUKES data is very valid, but there is approximately 20 GW of power generation capacity in there that does not have geolocation. An alternative option I am currently pursuing is to use OpenStreetMap (https://openinframap.org/stats/area/United%20Kingdom). It also allows the option of including plants that are under construction (which the figure attached includes), which DUKES does not contain, AFAIK. For instance, DUKES is missing the Hinkley C nuclear power plant, which is currently being built.
