Step operator in MIGraphX Dialect

Step function skips over some c number of elements on each dimension.

matrix B[4, 2]
matrix A[8, 6]

for i = 0 to 4
  for j = 0 to 2
      B[i, j] = A[i * 2, j * 3]

or equivalently B[:][:] = A[0::2][0::3] in python/numpy

It can be represented as Affine map as (d0, d1) -> ( 2 * d0, 3 * d1)

I can't think of a way to represent that as rock.transform though. Is there a way it can be represented ?

A[8][6] --> A[4][2][2][3] - slice at [:][0][:][0] -> B[4][2] ?
