NGD edges do not have KL/AT

While investigating another issue, I notice that the TRAPI validator is complaining about some ARAX edges are missing Knowledge Level and Agent Type information. So for example:

And this edge does not have KL/AT.
I think all edges should have it.

Question 1: What should the values for such an edge be?

Question 2: Does anyone have bandwidth to fix this?
