Pain

Fix the issue where navigating through the Rules V3 (TinaCMS) interface results in duplicate Tina editors being spawned, causing confusion and potential errors.

Acceptance Criteria

1. Navigating to a category and editing it should not result in multiple Tina editors being displayed.
2. The URL should not display duplicate paths or parameters.
3. The edit category button should not be available if already in edit mode.
4. Ensure that only one instance of the editor is active at any time.

Reproduce Steps

1. Navigate to the SW rules section.
2. Attempt to edit a category.
3. Return to the SW rules home and attempt to edit the same or another category.
4. Observe that a second Tina editor is spawned, and the URL contains duplicate paths.
