As part of #402 I migrated OSEM's database to a Dokku service container running on the OSUOSL Dokku host. Once we decommission(?) OSEM (#410), we should delete this database, which is not managed in Ansible/version control. Also we should uninstall the MariaDB Dokku plugin.
