Bug: Rotational transform not working with comma key

Description:
The rotational transform feature is not responding when using the comma (,) key. This prevents users from cycling through or applying rotational transforms during placement.

Steps to Reproduce:

1. Equip a build gun with a buildable selected.
2. Attempt to use the comma (,) key to activate or cycle rotational transforms.
3. Observe that no rotation or transform menu appears.

Expected Behavior:
The comma key should trigger the rotational transform mode or cycle available rotations.

Actual Behavior:
No response from the mod when the comma key is pressed.
