Server Background Jobs #105

Enhancement Description
The Server should run a few background jobs on a recurring basis.
To name a few we will probably want:
- Auto-check to see if any ongoing games are completed
- Report / collect recurring server statistics / metrics (ex. the player count, events submitted, etc.)
Solution
When the server starts up, create a background thread that runs these processes on a recurring basis and sleeps in between executions.
