Add `arc_15.zip` to the test suite

• @prmunro needs to send us the zip.
  • Directory structure: in/ for inputs out/ outputs. We'll handle it with a config file like this for test 01 (just as an example)
• Works locally.
• Upload to Zenodo.
• Add to tdms test config files.
• Verify that the test suite runs with arc_15.zip.
