Local Refresh: Iframe reload does not reload external assets

I just noticed a bug in my previous pull request. In local view, reloading the iframe via the "reload" button in the toolbar does not reload any external assets (CSS, JS, etc). That's what I get for testing using only embedded CSS 😦

Confirmed in Chrome and Firefox.

Working on a fix.
