Make user collaborations visible to admins in Wildbook #1289

Admins should view user collaborations
In Wildbook, admins can only view their own collaborations via the My Account page (/myAccount.jsp). There is no current visibility into which users have collaborations with each other, hindering some kinds of troubleshooting.
Codex gave its admins the ability to view user collaborations.
Feature sign-off requirements
- Provide a list of tasks that, once complete, the feature will be done
