Empty job view

All the jobs on our board are outdated.

1. Remove the current jobs by updating the JSON file
2. Ensure that when there are no jobs, the page shows an MUI card with the following text:

Please add unit and E2E tests accordingly

Japanese translation can come in a later PR.
