Comments Title Block: Excessive double-angled guillemets

Using cyrillic languages, the block outputs excessive double-angled guillemets, 2 on each side instead of one:

1. Set Site Language to Russian, for example;
2. Post at least one comment;
3. Check core/comments-title block output string.

@EldarAgalarov I think this is an issue specific to the Russian locale.

The post title is wrapped in double quotes by default:

gutenberg/packages/block-library/src/comments-title/index.php

These double quotes are translated to « and » in the Russian locale.
