[RWRoute] Optimize Versal SLR crossings

Deferred from #1302, an optimization exists to guide the router towards (or to mask) an SLL to cross SLRs when necessary.

Mark nodes (NODE_CLE_BNODE (not NODE_INTF_BNODE) -> NODE_SLL_INPUT -> NODE_SLL_DATA (only those that cross an SLR)) as "leading to Laguna" to aid router

Previously, this optimization was applied to, and showed a benefit for, UltraScale/UltraScale+ in #1232.
