[Bug]: Agent capabilities has a state transition history but there is no defined way of exposing this history

What happened?

Can we use this flag to indicate that an agent will record messages that are part of a Task Status in the Task History of messages? This isn't exactly a "state transition history" but provide a way for agents to communicate whether they are going to include Task Status Messages in the Task history.
