PR label based on a conjuction of base and head branch

Description:
We have a setup of dev, qa and uat. In the end of month we do a migrtion pr from dev-to-qa and then qa-to-uat.
If there could be a conjuction of both head and base branch to generate a label that would be great.

Justification:
Highly useful if you consider a migrtion PR.
