Description
What
Reassess how we currate our list of community-opperated resources and tools, along with our criteria for contributing a tool.
Why
We don't currently have a mechanism for keeping that list up to date, leading to stuff go out of date without us knowing or until a user prompts us. On top of that, there's a question on if stuff that's 'out of date' might still be useful depending on it's intent.

Initial ideas
- Change the criteria to allow for the current major version rather than the 3 months behind the latest release rule
- Have an 'archive' section or page for resources that have gotten otu of date but might still be useful to someone
