UI: Make Domain Deletion Consistent with Account Deletion

The required feature described as a wish

As a User/Admin/Operator I would like to have additional warnings in the UI when deleting a domain.

#10760 was an excellent improvement to make users aware of what was happening including ensuring accounts are disabled prior to deletion. Deleting a Domain doesn't have these same checks and all instances are powered off and deleted. I would like to see some better verbiage that matches what was done with account deletion with the potential to have it check to see if the accounts are disabled first. Thanks!
