Fix intermittent failures in the e2e tests #584

Is your task related to a problem? Please describe.
Some of the resync e2e tests have been failing intermittently on the CI. These tests include simulating shutdown/startup/connection issues. The test could be failing due to a race condition. Perhaps we are not waiting long enough after we restart the components. This needs further investigation.

Fix all the e2e tests that fail intermittently.
