Consider moving previous env commit status ownerRef to PromotionStrategy instead of CTP #536
Description
If we think of the PromotionStrategy as a commit status manager, it's a little weird that it's making CTPs the owners of the CommitStatuses.
If we move it, the Argo CD resource tree experience is a little worse.
