[release-0.22] Bump Rufio to latest commit on main #4640

Upstream main has a commit that enables concurrent queue processing from Rufio controllers. Currently there's no tagged release so consume the commit with that change on upstream. Signed-off-by: Rahul Ganesh <[email protected]>
