Slack/Webhook Alerts for Disruptions/Interruptions

This is a follow up from kubernetes-sigs/karpenter#2560

What problem are you trying to solve?

It would be great to be able to get notified easily when a node is terminated (due to spot interruptions, AZ rebalancing, underutilization, etc.) by Karpenter so users and cluster operators are aware. There is similar functionality in the Node Termination Handler project to send Slack notifications.

As mentioned in the original issue, it sounds like there would be some work needed in the AWS provider to handle this.

How important is this feature to you?

We recently migrated from Cluster Autoscaler + Node Termination Handler to Karpenter and really appreciated this functionality. It would be great to see in Karpenter as well 🙌

This is support for Slack exlusively or is Teams on roadmap? We don't use teams just something to think about for implementation

Personally I would just be interested in Slack, but not sure how much effort it is to support multiple. I was mostly thinking of similar behavior to NTH, which I believe defaults to Slack (which is a bit undocumented), but also supports passing a webhookTemplate (see https://github.com/aws/aws-node-termination-handler/blob/9b7e73ef39784ddd8a5325b021e957eac7a81c5d/config/helm/aws-node-termination-handler/README.md?plain=1#L94-L96) which could theoretically support just about anything as long as the user configures it.
