Support node auto-repair config override options #8685

What problem are you trying to solve?
EKS node auto repair supports several configuration overrides which are described here https://docs.aws.amazon.com/eks/latest/APIReference/API_NodeRepairConfigOverrides.html
For this feature request I'm mostly interested in minRepairWaitTimeMins to speed up time to repair problematic nodes.
