Upgrade python to hopefully stop this error:

Adding to this:
investigate issues with environment mismatch between local and Github CI workflows, this PR does some temp solutions
#963
to these problems:

• sortedm2m 3.1.1 makes generate_types fail locally but somehow doesn't fail on github CI workflow
• spectacular languages causing problems because somehow the default languages list is different locally from github CI workflow runs which causes autogen files to differ

but these problems come from environment mismatch potentially to divergent in conda env solving
