CIs are slow, many failed CIs could be triggered earlier if we add them to pre-commit

our Ci current does the following:

• backend unit tests
• double check generated types match
• pre commit

considering all of these run quite fast locally(not so fast in CI) we can add them to the pre-commit hooks saving some wait time on CIs because of a tiny mistake
