Update to VectorScan 5.4.12

VectorScan 5.4.12 is out and has some really cool features like FAT_RUNTIME for ARM any plan on updating to it?

@arilou Yes, eventually I'll update, but my time is constrained at the moment and I don't have an immediate need to touch this code, so no commitments on timeline.

I would accept a PR for the upgrade.
